PHILLIPS PRODUCTIONS, INC. (“Programmer”) certifies that all of its programming complies with the closed captioning requirements of the Federal Communications Commission (47 C.F.R. § 79.1), including the captioning quality requirements. Programmer further certifies that:

• The programming provided by Programmer satisfies the caption quality standards set forth in 47 C.F.R. § 79.1(j)(2).

• In the ordinary course of business, Programmer has adopted and follows the Best Practices set forth in 47 C.F.R. § 79.1(k)(1).
